Anyone knows chinese or something?

Hey, so I was wondering if anyone knew someone who could decode this https://2img.net/h/oi55.tinypic.com/n4cxup.png sign for me...I checked chinese alphabet, chinese zodiac signs etc, but nothing is even close to it, it's probably not even chinese...Do you know anyone who could help me? Any clue is much appreciated.

I've put it on a community forum, where i knew there were some people who could read chinese character, but they are indeed saying: "WTF, is this chnese?"

I don't really have any additional info about the origin of this sign...it's possible that it doesn't mean anything at all, but very improbable. I saw this tatooed on a neck of someone and it got stuck in my head. I normally don't remember shit, but I can't get it out of my head

According to these guys those characters mean 'Hell" or "Jail"

EDIT: someone else confirmed that those characters mean "Jail" or "Punishment".

People are also curious what circumstances you saw these. Was it someone you knew that had the tattoo?

Well the story is I was standing in a metro, chillin, listening to my ipod and this girl got on the metro and since it was crowded as hell she was standing right in front of my face, but facing the other direction so the back of her neck with this symbol tatooed was smiling right on my face and I couldn't even look away or turn because it was so crowded that's how it got stuck in my head.
Now tell me who would tattoo something like this on their neck, especially on a place where everyone can see it? Shit, now I'm even more curious what's her story

she tried to be cool for her friends and just picked a random one not even knowing what it means
and when she asked the tatoo guy about it, he told her its about some happy flowers in the sun
